During their meeting on 6 November 2019, the Strategy Team expressed its ambition to contribute to the development of a model for digital educational resources comparable to Spotify.
The complexity surrounding digital educational resources is high. A lot of work has been done in recent years to map out existing processes. Additionally, the Strategy Team launched an investigation into the use of educational resources to find out what interventions could be made to break through current patterns and processes. In light of the difficulties and complications encountered, and the differing views on whether or not the market for digital educational resources will function, the Strategy Team has decided to take more time to thoroughly map out the situation.
This whitepaper provides an outline of the current state of affairs, the initiatives already ongoing, and the opportunities that exist. From this overview, the Strategy Team then decided on the necessary next steps in the process.
